Service Programs PACT operates five programs that together serve over 1000 children and families every year. Children may receive services from more than one PACT program. For example, children enrolled in PACT’s World of Care childcare center may also receive therapy from PACT's Comprehensive Therapy Center. Several PACT programs and services are unduplicated anywhere in the Baltimore metropolitan region or even across the state.
